Correa framed seaweed-derived biofuels as a low-carbon substitute for the ~350 million litres of fossil fuels imported annually, avoiding the land and freshwater demands of terrestrial crops. Mapped potential suggests seaweed ethanol could displace up to 10% of local fuel use through a decentralised 'sub-hub' model.
