Zilberman defined the bioeconomy through natural resources, modern technologies and sustainable development, arguing it must be built 'one supply chain at a time' across linked innovation and product supply chains, with regulation the biggest barrier. He named marine biotechnology a 'weak link' needing more research and proposed an Ocean Environmental Leadership Program in Moorea as a 'Berkeley–Moorea bridge'.
